ICF seeks an Evaluation Scientist/Technical Specialist to lead and manage research and evaluation projects across a number of public health initiatives for its Atlanta, GA office.  Experience in any of the following content areas is a plus: chronic disease prevention, health disparities, emergency preparedness, and community health.  Expertise in evaluation of social marketing and health communication plans is highly desirable.

Candidates will have responsibility for technical direction, client relations, staff supervision and budgets. Position requires a background in designing and implementing program evaluation studies and experience with the components of research projects such as literature reviews, site visits, in-depth interviews, focus groups, survey design and administration, data analysis, proposal development, and report writing.  Candidates should be able to think analytically, synthesize quantitative and qualitative data from a variety of sources, write for technical and non-technical audiences, and interact effectively with both clients and colleagues.

Ideal candidates will have content knowledge of behavioral and social science theories and understand the public health funding landscape.  Experience with government programs, particularly in a consulting environment, is highly desired.  Experience with quantitative data management and analysis with a working knowledge of statistical software packages such as SPSS, SAS, Atlas.ti, etc., automated reporting systems, and Internet-based data collection systems is desirable.  Candidates must have a strong track record as a researcher with a solid grounding in public health, social science, or behavioral science evaluation design and methodology.

This is a full-time position, supporting the Atlanta, GA office.  Candidates must be willing to relocate, if necessary, to Atlanta, GA.

Key Responsibilities:

  • Designing, implementing and managing large-scale multi-site, multi-method longitudinal and cross-sectional research and evaluation projects
  • Providing technical leadership to methodological, data analysis strategies and the interpretation of study findings.
  • Demonstrating a high level of technical skill and/or content knowledge in evaluation, using state-of-the-art methodologies, tools and best practices.
  • Ensuring quality control, adherence to project timelines and budgets, production of high quality deliverables, and maintaining rigorous research standards
  • Ensuring project technical work is completed within budget allotted.
  • Leading the development and preparation of proposals to capture new business

Basic Qualifications: 

  • Master’s Degree in public health, public policy, communications, behavioral or social sciences, or related field required.  Ph.D. preferred.
  • At least 6 years of demonstrated experience, in increasingly responsible roles, in the design and implementation of research and/or evaluation studies required.
  • Demonstrated experience in conceptualizing a research design from start to finish and utilizing a mixed-method approach required.
  • Knowledge of both quantitative and qualitative research methods and data analytic strategies required .
  • Demonstrated experience using multivariate statistical techniques required.

Preferred Skills/Experience:

  • Strong methodological, analytic, problem-solving and decision making capabilities needed
  • Experience conducting studies using quasi-experimental and experimental longitudinal designs to examine interventions, treatments, costs, and clinical, functional, and/or system outcomes preferred
  • Familiarity with advanced statistical models such as random effects regression and multilevel modeling, latent variable modeling or survival analysis preferred. Ability to design and lead multi-level and multivariate analysis utilizing Stata, SPSS, Mplus, HLM, or SAS desired
  • Experience supporting or working with a Federal client preferred
  • Understanding of strategies to support program evaluation for States, communities, and grantees preferred

Professional Skills:

  • Candidates must have a strong track record of evaluation design and implementation, particularly with attention to ensuring utilization.
  • Candidates must have excellent written and oral communications skills, attention to detail, computer proficiency, the ability to multitask under strict deadlines in a fast-paced environment.
  • Strong interpersonal skills with the ability to work both independently and as a team member are required.
  • Candidates must have well developed writing skills.
  • Expertise in independently developing reports, one-pagers, briefs, and presentations are required.
  • Demonstrated experience with grant writing and/or proposal development and business development required
