USAID Project Management Specialist

Position Title:USAID Project Management Specialist (CAID86) – Open to All Interested Candidates (Environmental Finance)

Duties

The Project Management Specialist (Environmental Finance) is located in the Office of Sustainable Development (OSD), USAID/Mexico and works under the direct supervision of the OSD Director and/or his/her designee.

The Specialist is the Environmental Finance Team Lead and a core senior member of the OSD responbile for an annual $6 million portfolio of pioneering partnerships in ways that bring market-based solution and other financial incentives for better natural resource management and sustainable value chains. The incumbent serves as a subject matter expert on technical area(s) at the intersection of development finance and impact investing with specific sectors such as forestry and agriculture. Impact investing refers to investing with the intention to generate a measurable, beneficial social or environmental impact alongside a financial return. The incumbent provides expert advise and technical assistance to USAID staff, implementing partners (IPs), host government counterparts and the private sector in working with the private sector to develop market-based solutions and other financial incentives for better natural resource management and sustainable value chains.The incumbent works closely with the Mission colleagues to conceptualize, design, implement, monitor and evaluate, and manage new programs. The Specialist seeks to leverage development funding through effective engagement with  the private sector and development transactions in USAID/Mexico’s priority sectors including agriculture, forestry, and, potentially, energy. S/he coordinates closely with the donors, host governments and investments partners and is responsable for identifying , developing and closing “deals” while integrating lasting developmental impacts through appropriate implementation, monitoring and evaluation. S/he also coordinates closely with the U.S. Embassy’s Economic section on sector analyses and  to identify opportunities for U.S. private sector interests.

Qualifications and Evaluations

Requirements
Experience:

A minimum of seven years of progressively responsible work experience in program design and management, budget management, oversight, evaluation and implementation of technical projects in the are of development finance, investment banking, private equity or consulting is required. Strong experience in building public-private partnerships and engaging and collaborating with the private sector on environmental-related issues

Education Requirements:

University degree in a field relevant to development finance, sustainable finance, investment banking, business administration, natural sciences, forestry, climate finance, environmental economics, or other related field is required.

Evaluations:

Language:  Fluent English is required. Fluent Spanish is required.

To meet the English language requirement for this position, you must present either:

English test results that are less than 2 years old from TOEIC or TOEFL (ITP or IBT).  Level IV scores are: TOEIC 850pts, TOEFL ITP 620pts, IBT 106.  If you don’t have current results, we recommend a TOEIC test for its low cost and delivery of results directly to us in under 24 hours.
